Miscellaneous Payments can be accessed by selecting the "Misc. Payments" menu off the main menu.
 
Miscellaneous payments are payments that are not associated to a particular tax year or property account.  Some examples are fees for faxing, making copies, reprinting of statements, reprinting of receipts, tax certificates, etc...
